This chapter outlines an approach to the development of an FM strategy based on a rigorous analysis of needs against existing provisions to determine FM requirements as reliably as possible. Once known, potential solutions can be formulated and their suitability can be evaluated systematically to arrive at a clear definition of FM requirements.

Without an FM strategy, an organization will be unable to respond quickly and appropriately to changes in its business objectives and strategy and any consequent need for more or less space.

The following points, among many others, are covered in the chapter.

  • Facility management has to encompass a diverse range of matters that influence the success of an organization’s core business, mostly set in the context of a dynamic environment; as such, much of its decision making should be based on the expectation that change will be a constant feature into the future.
  • A strategy for facility management is needed by all facility owners acting as a demand organization to ensure optimal use of facilities over the short, medium and long term.
  • The strategy should be aligned with the business strategy, including business objectives, and be reflected in policies and operational plans.
  • The strategy should establish the overall approach to facility management, including maintenance of physical assets, user requirements, service definitions, service delivery options and performance management.
  • Periodic updating of the strategy will be necessary to ensure that it remains aligned with the business strategy.
  • The strategy should not be used to manage operations directly, but instead should acknowledge the latter in an approach that can be adapted quickly in light of changes to the business strategy.
  • As far as practicable, the strategy should anticipate change and respond with processes and procedures that will ensure facility management meets current and future needs.
  • The formulation of the strategy is a project in its own right and must be undertaken rigorously using appropriate methods and tools.
